- Disconnect ICM from the tester.

- Measure the resistance from SPOUT jack to PWR GND jack.

- Measure the resistance from SPOUT jack to VPWR jack.

- Is each resistance greater than 10K ohms?

YES -- REPLACE ICM.

NO -- SERVICE short in SPOUT circuit harness.
