Checking the signal cable
Inspect the immobilizer terminals visually.
Check the signal cable between engine control module (ECM) terminal #B22 (#B32) and immobilizer terminal #4 (#50). Check for an intermittent open-circuit. Check for a short-circuit to ground. Check for a short-circuit to supply voltage.
Remedy as necessary.
Then try to start the car.

Checking components and programming
The engine control module (ECM) must be "blanked" in the original car so that it can then be programmed with the correct VIN code. Otherwise the engine control module (ECM) will not function.
Install the engine control module (ECM) in the original car and blank it. See VIDA vehicle communication.
Install the engine control module (ECM) in the car. Start the engine.
The immobilizer will transmit the VIN to the blanked engine control module (ECM). The engine control module (ECM) learns the VIN and will only function against the unique immobilizer.
