Condition
With the ignition on, the Central Electronic Module (CEM) does a transponder reading. If the transponder responds with an unrecognised, unapproved (not stored in memory) transponder code, no transponder code at all or an unrecognised communication format, diagnostic trouble code CEM-6C48 is displayed.

- The ignition key has a faulty transponder.
- The ignition key is faulty, or has no transponder.
- The ignition key belongs to the vehicle, i.e. it has the correct security code programmed in the transponder memory but the key transponder code is not programmed because it is erased from the Central Electronic Module memory.
- The ignition key is a new key and its transponder code is not yet programmed into the Central Electronic Module memory.
- Several similar keys are used to ensure that several transponder codes have been read during transponder reading. The result is an unknown code which is a combination of several keys' transponder codes.
- EMC interference (powerful electrical fields) during communication stage (at start).
- The ignition key is a Volvo key but it belongs to another type of Volvo, for example, an S40/V40, 800, S70/V70/C70, 940/960, S90/V90.
- The ignition key belongs to another Volvo of the same type, i.e. it has a different transponder code. This type of key also has a different security code programmed into the transponder memory which cannot be programmed into this vehicle's Central Electronic Module.
- The ignition key belongs to another make of vehicle, i.e. it does not have the same type of transponder.
Fault symptom[s]
- The engine will not start. (The starter motor does not work.).
