The measurements show that the signal cable or supply lead to the potentiometer is short-circuited to battery voltage.
Check the red power supply lead between terminal C:13 and the potentiometer on motor 1 for short-circuit to supply according to Checking Wiring and Terminals - Permanent Faults
Check the red/yellow signal cable between terminal C:9 and the potentiometer on motor 1 for short-circuit to supply accor5ding to Checking wiring and terminals - Permanent Faults.
