Check cable between ECC control module #AB8 and passenger compartment temperature sensor terminal 4 for an open-circuit according to Checking wiring and terminals - Permanent faults. Checking Wiring and Terminals
Check the cable between passenger compartment temperature sensor terminal 2 ground terminal for an open- circuit according to Checking wiring and terminals - Permanent faults. Checking Wiring and Terminals
Check that the fan motor is OK, the fan turns easily and the motor is not short-circuited internally.

Hint: A short-circuit on the ground lead can be caused by a short-circuit to supply voltage. Always check the signal cable for this fault cause as well.

Remedy as necessary.
