Check cable between ECC control module #B8 and passenger compartment temperature sensor terminal 4 for a short-circuit to ground according to Checking wiring and terminals - Permanent faults. Checking Wiring and Terminals
Check that the fan motor is OK, the fan turns easily and the motor is not short-circuited internally.

Remedy as necessary.
