Check cable between ECC control module #A14 and power unit terminal #A2 for an open circuit according to Checking wiring and terminals - Permanent faults and for a short-circuit to ground according to Checking wiring and terminals - Permanent faults. Checking Wiring and Terminals

If cables are OK, try a new power unit.

Remedy as necessary.
