Check the outside temperature reading is correct. Compare with the actual air temperature.

Check outside temperature sensor resistance. For resistance values, see ECC electrical specifications [1][2]Electrical Specifications.
Check cable between ECC control module #A19 and outside temperature sensor terminal 2 for a short-circuit to ground according to Checking wiring and terminals. Permanent fault Checking Wiring and Terminals. Permanent Fault.
Remedy as necessary.

- The voltage on the signal cable varies with temperature. At 20 °C (68°F) voltage should be approximately 2.5 V. For other values, see Signal specification ECC Signal Specification ECC.
