Check cable between starter motor relay # 2 and control module # B23 for an open-circuit according to [1][2]Checking Wiring and Terminals. Permanent Fault
Remedy as necessary.

Verification
Hint: After carrying out the repair, check that the fault has been remedied.
- Ignition off.
- Reconnect connectors, reinstall components
- Operate the starter motor.
- Read the signal from ignition switch.
It should be ON.
Is the signal ON?
Yes - Testing Complete.
No - Continue below.

The fault should have been detected and remedied. As this is not the case fault-tracing has failed.
