Failed start-up of phone unit in CU

Fault symptom
- No phone function.

Enable criteria:
- Ignition ON.
- Battery voltage must be between 9 - 16 V.
- No starter motor cranking.

Fault criteria:
- Control module on-board diagnostics has detected an internal communication fault.
