Replace step 3 as follows:

3 Check the resistance of the wheel sensor by taking a measurement across pins 9 and 10. The correct resistance is 0.8-1.7 kilo-ohms. It the resistance is OK, try a new wheel bearing. It the resistance is not OK, check the lead between pins 9 and 10 of the ABS unit and the wheel sensor for continuity or shorting. Change the wheel sensor, if considered necessary.
