SERVICE INFORMATION
If an applied vehicle has an idle fluctuation when coasting to a stop with the clutch depressed and the transmission in gear, the cause may be the ECM program. The idle fluctuation may continue until the vehicle comes to a complete stop.
There is an updated ECM program available to address this incident if it should occur. Use the Service Procedure outlined in this bulletin to correct this condition.

SERVICE PROCEDURE
The service procedure involves three steps:
^ Check/adjust idle speed as outlined.
^ Download the ECM Reprogramming data from ASIST to CONSULT-II.
^ Install the ECM Reprogramming data into the vehicle ECM.
Check/Adjust the Idle Setting.
1. Warm engine to normal operating temperature.
2. Confirm all electrical loads are turned OFF: Headlamps, A/C, Rear Window Defogger, P/S.
3. Confirm the Mark on Fast Idle Cam is aligned with the Cam Follower Lever Roller (see Figure 1) and the Cam Follower Lever roller is not touching the Fast Idle Cam. Engine operating temperature and Fast Idle Cam/Cam Follower Lever roller position need to be maintained for step 4.
4. Check and adjust BASE IDLE SPEED: Perform steps a and b.
a. Use CONSULT-II, select IACV-AAC/V ADJ in WORK SUPPORT, press START.
b. Verify base idle speed is 700 ± 50 RPM in P or N position. If it is not refer to Figure 2 and adjust it.
5. Using the "Back" button, return to the main menu in CONSULT-II. Turn it and the vehicle ignition "OFF".
Download the ECM Reprogramming data from ASIST to CONSULT-II and Install the ECM Reprogramming data into the vehicle ECM.
NOTE:
The ECM can be permanently damaged if the reprogramming procedure is not performed correctly.
6. The detailed instructions for this part of the procedure can be found by clicking here or refer to Attachment "A" for the print version of this bulletin. In the instructions you will be directed:
a. Go to ASIST, Into Tool Box, then CONSULT-II utilities, then ECM Data.
b. Using the keypad in ECM Data Reprogramming, enter the ECM ID code for the repair outlined in this bulletin (as shown). This will download the new data from ASIST into CONSULT-II.
c. Select the correct ECM program to install from the CONSULT-II screen. Then download the data from CONSULT-II into the ECM.
NOTE:
You must determine whether the vehicle has Federal or California emissions. The ECM programs are different. Refer to the under hood emission control information label.
