Procedure
1. If DTC 46 is set, follow the troubleshooting steps on page 13A-47 in the 1995 Eclipse service manual. Make any necessary repairs described in the service manual, then continue with Step 2.2. Check the OEM part number on the PCM currently installed on the vehicle.
NOTE:
On some vehicles, a Control Module Label may already be present on the side of the PCM due to a previous reprogramming repair.
^ On models produced before 6/19/94, if any of the following PCM part numbers (OEM number or Control Module Label number) are installed on the vehicle, it cannot be reprogrammed for this Technical Service Bulletin condition. Replace the PCM. Refer to the chart for the appropriate replacement PCM.

^ On models produced on or after 6/19/94, perform the appropriate repair action specified for the following PCM part numbers (OEM number or Control Module Label number):
To reprogram the PCM, follow the procedures described in Steps 3 through 16 of this bulletin.
3. Gather the following equipment which is contained in Reprogramming kit MIT99200-A:
Reprogramming Unit Tool No. MIT992000
Reprogramming Cartridge Tool No. MIT992009
EATX III/Engine Harness Tool No. MIT992001
"Engine Compartment" and "Control Module" Part No. MSSF-023G-00 Labels
Do not install the cartridge into the Reprogramming Unit at this time.
4. Attach the EATX III/Engine harness to the Reprogramming Unit. Refer to Reprogramming Unit Instruction Manual.
5. Set the switch on the harness black box to the side labeled ENGINE.
6. Connect the EATX III/Engine harness 16-pin and 12-pin connectors to the vehicle's data link connector.
7. Install Reprogramming Cartridge MIT992009 into the Reprogramming Unit.
8. Follow the displayed instructions on the Reprogramming Unit screen.
9. The display will ask if you want to change the controller part number. Select Yes. Reprogramming will begin.
NOTE:
If the PCM has already been reprogrammed for this condition, the displayed current and replacement part numbers will be the same, or the message "BREAK NOT SEEN" will display. If so, do not continue with this procedure.
10. Current and replacement PCM part numbers will display. Record the replacement part number displayed.
11. When completed, disconnect the reprogramming unit and the EATX III/Engine harness.
12. Start the engine and allow to idle. Listen for a ticking noise from the evaporative emission purge solenoid, located in the right front of the engine compartment.
^ If the ticking noise is present, continue with Step 12a for solenoid replacement.
^ If there is no ticking noise, proceed to Step 13.
^ If there is no ticking noise but the customer has complained of previously hearing the ticking noise, continue with Step 12a for solenoid replacement.
a. Replace the evaporative emission purge solenoid as follows:
(1) Raise the vehicle.
(2) Remove the right front wheel and splash shield.
(3) Replace the evaporative emission purge solenoid, using parts listed in the PARTS INFORMATION section of this bulletin.
(4) Reinstall the splash shield and right front wheel.
13. Using a ball-point pen, enter the replacement PCM part number (noted in Step 10 above), your dealer code, and the current date on the Control Module Label.
14. Affix the Control Module Label to the side of the PCM.
15. Using a ball-point pen, enter the replacement PCM part number, this TSB number (TSB-96-13-003), your dealer code, and the current date on the Engine Compartment Label.
16. Carefully remove all dirt and oil from the vacant area shown on the underside of the hood. Affix the Engine Compartment label in the area shown.
