Procedure
1. If any Diagnostic Trouble Codes (DTCs) are set, follow the appropriate troubleshooting steps in Section 13 in the Eclipse service manual. Make any necessary repairs described in the service manual, then continue with Step 2.2. Refer to the chart in this bulletin for up-to-date PCM reprogramming information for specific DTCs and/or driveability conditions. Then refer to the appropriate TSB referenced in the chart for repair instructions.
3. For 1995 models with hard to start and/or rough idle condition at cold ambient temperatures or poor driveability at any ambient temperature:
a. Follow the PCM procedures for TSB-96-13-003 to determine whether PCM requires replacement or reprogramming. Replace or reprogram as required.
b. Remove any moisture from the throttle body, bypass air port, intake manifold, EGR valve, and EGR pipe.
c. Test drive the vehicle to verify if driveability condition has been eliminated. If condition is still present, replace the fuel pressure regulator listed in the PARTS INFORMATION section of this bulletin.
