Electric Steering Lock Inoperative

SITUATION
The customer complains that the electric steering lock (ELV) does not engage. The steering wheel can be turned freely when the ignition is switched off (no key in key holder).
The Owner's Manual describes how the steering would be locked in this situation.
CAUSE
Deletion of electric steering lock.
INFORMATION
As a result of a change in a government requirement, the ELV was deleted. On some vehicles, the change was implemented earlier than the date stated above.
Note that anti-theft protection continues to be provided by drive-away protection in the EWS (Electronic immobilizer).
