WARNING:
THIS MODIFICATION IS AUTHORIZED ONLY FOR THE LISTED ENGINE. PERFORMING THIS MODIFICATION ON OTHER ENGINE CALIBRATIONS IS UNAUTHORIZED AND COULD CREATE LIABILITY UNDER APPLICABLE FEDERAL OR LOCAL LAWS.
ISSUE:
A hard/no start or start/stall in ambient temperatures near or below -18°C (0°F) may occur on some vehicles. This may be caused by insufficient air flow through the idle air control valve and intake manifold.
ACTION:
Replace the following:
^ 1995 and Early 1996**
Contour/Mystique - Replace the Idle Air Control (IAC) valve and intake manifold with a revised IAC valve and revised Intake Manifold, and replace the PCM with recalibrated PCM (1995 vehicles) or reprogram the PCM with new calibration (1996 vehicles).
^ Late 1996**/1997 Contour/Mystique
- Replace the IAC valve with a revised IAC valve, and reprogram the PCM.

1996 model year vehicles may require Service Kit F6RZ-9424-KK or Service Kit F7RZ-9424-BA. To determine which kit is required, remove the throttle body and inspect the mounting gasket:
^ If the mounting gasket is a flat metal gasket, install Service Kit F6RZ-9424-KK (early model 1996).
^ If the throttle body mounting gasket is a rubber formed gasket pressed into the intake manifold, install Service Kit F7RZ-9424-BA (late model 1996).
NOTE:
THE PCMs AND CALIBRATIONS SPECIFIED IN THIS TSB ARTICLE MUST BE USED IN CONJUNCTION WITH THE IDLE AIR CONTROL VALVE LISTED. MISMATCHING THE CALIBRATIONS WITH THE IAC VALVES MAY CAUSE DRIVEABILITY CONCERNS.
NOTE:
1996 AND 1997 MODEL YEAR VEHICLES MUST BE FLASHED. PRIOR APPROVAL FROM YOUR REGIONAL OFFICE IS REQUIRED IF REPLACING THE PCM AFTER THE MARCH CD-ROM IS AVAILABLE. THE CALIBRATIONS WILL BE AVAILABLE ON THE APRIL CD-ROM

Refer to Instruction Sheet 7269, included in Idle Air Control Valve Kit F7RZ-9424-BA, for details. This service kit includes the following:
^ One (1) IAC Valve
^ One (1) IAC Valve Gasket
^ One (1) Instruction Sheet (I.S. 7269)
^ One (1) FPS-6262 Pre-printed Authorized Modification Decal
Refer to the Calibration Identification Chart in this TSB article for correct calibration usage.
Obtain an Authorized Modification Decal (FPS 8262 obtainable through DOES II, 25/pkg) and list the date, dealer number, and summary of modifications performed. Select a prominent place adjacent to the Vehicle Emission Control Information Decal suitable for installing the Authorized Modifications Decal. Clean the area, install the decal, and cover it with a clear plastic decal shield.
The Modification Decal is preprinted and included in the Service Kit. There is no need to produce this Decal.
