EIC Display Proveout

The EIC display proveout operates in the following manner:
1. Each time the ignition switch is first turned from OFF to RUN, the electronic displays will prove out by momentarily lighting all of the display segments and then momentarily turning all display segments off.
2. After the proveout, the displays return to normal operation.
