Subject: Emissions Recall 88E70 - Recall of Certain 1988-Model 2.3 Liter Engine-Equipped Tempo and Topaz Cars for Vehicle Emission Control Information (VECI) Decals

VEHICLES INVOLVED

All 1988-Model Tempo and Topaz cars manufactured at the Oakville Assembly Plant from the start of 1988-model production through March 16, 1988 equipped with 2.3L California engines having the following calibration codes:

REASON FOR RECALL

The Tempo and Topaz cars involved in this recall may have been manufactured with a Vehicle Emissions Control Information (VECI) decal having an incorrect emissions conformity statement. The existing decals may contain a Federal Statement of emissions conformity and not the required statement for California emissions compliance. Affected California Tempo and Topaz owners may improperly be denied their full California emissions warranty coverage and they may have difficulties when their vehicles require California "Smog Tests".

New decals will be attached to avoid these difficulties.

CARES/OASIS New decals will be sent directly to affected owners.
Therefore, CARES/OASIS will not contain information about this recall.

DEALER OBLIGATION

Owners are advised that, if they prefer, dealers will perform this service at no charge and to bring the decal with them when they return their vehicles. Dealers are obligated to perform this recall service promptly if owners return their vehicles. Prepare and submit a blank Form 1864 for each vehicle that is returned to your dealership in response to this recall.

TECHNICAL INSTRUCTIONS

Locate the existing Vehicle Emissions Control Information (VECI) decal and remove any dirt or grease from the decal. Verify that the Vehicle Identification Number (VIN) on the decal matches that of the car. Attach the new decal over the existing decal.

PARTS ORDERING

No parts are required for this recall. Owners will be mailed the decal with the owner letter. Contact your FPSD District Office if additional decals are required. Provide the VIN and the decal part number for the vehicle requiring the decal to the District office when ordering a decal.




How to Determine Decal Required

LABOR TIME Attach Vehicle Emission
Control Information (VECI) Decal . . . . . . . . . . . . . 0.2 Hr. Insert in Box "B" of Form 1864

Administrative Allowance . . . . 0.1 Hr.

The 0.1 hour administrative allowance must be added before inserting the total labor time in Box "B" of the Form 1864.

REPORTING COMPLETIONS

Only the Form 1864 will be accepted for reimbursement under this program. Upon completion of the required service, the Form 1864 must be completely filled out and signed by authorized dealer personnel.

CLAIM SUBMISSION

The claims must be entered through the Direct Warranty Entry (DWE) system. Dealers without DWE capability must mail the second copy of the Form 1864 for reimbursement. Should your dealership receive Forms 1864 with a seven digit claim number, you must drop the first digit and enter only the last six digits. You must sight verify the claim number for accuracy.

Ford Motor Company has determined that the Vehicle Emission Control Information (VECI) decal attached to your car may contain incorrect information. The decal may not contain a required California emissions compliance statement.
WHAT YOU SHOULD DO
Enclosed with this letter is a correct decal. Please find the existing decal on your car. It is located in the engine compartment on a plastic shield just above the engine cooling fan.

The vehicle identification number of your car is printed on the decal. Compare the number with the number on your car (it is located behind the lower driver-side corner of the windshield when viewed from the outside of the car); they should be the same. If they are not, contact the Ford Motor Company district office in your area. Phone numbers are listed in the Owner Guide which is placed in the glove box of your car.

After checking the numbers to make sure they are the same, clean the surface of the existing decal to remove any oil, dirt or grease.

Remove the backing and apply the new decal over the existing decal.

If you prefer, your Ford or Lincoln-Mercury dealer will apply the decal at no-charge.
WHY THE NEW DECAL SHOULD BE APPLIED
If you do not apply the new decal, interpretation of the statement on the existing decal may result in reduction of your vehicle's warranty. In addition, you may have difficulties when "Smog Tests" are required for your car.
Please apply this new decal to your car at your earliest convenience to assure full warranty coverage and to avoid difficulty when "Smog Testing" your car.
