A recent survey of cars serviced under these recalls conducted by Ford and the Environmental Protection Agency (EPA) revealed that half of the cars did not have the vacuum delay valve removed from the air control side of the combination air control and bypass valve. Several instances were also noted where other required steps were not followed completely and correctly.

As a result of the post-repair audit, it will be necessary shortly to recall a large number of these vehicles again. At that time, an inspection will be made to ensure that the original repair is complete and correct.

The supplemental technical instructions are provided as additional information when modifying 1986 Model Escort, Lynx and EXP cars serviced under Emissions Recall 93E39. Please read and observe instructions contained on the supplemental information when providing the recall service.

It is imperative that dealership management verify that adequate internal processes are in place to insure that all repair procedures, recall or otherwise, are followed completely and correctly.
