Technical Instructions For Recall 87E59 - Attachment I

EMISSIONS RECALL 87E59 EXHIBIT I.:

1. Refer to Exhibit 1. Locate the air control valve (ACV) vacuum control valve (VCV). This is a 3-ported valve, color-coded "brown" with a filter attached to the base port of the valve and is located directly above the oil filter.

2. Remove the vacuum hose from the top port and the filter from the base port of the valve.

3. Reinstall the vacuum hose to the base port and the filter to the top port of the valve.

4. Refer to Exhibit I. Locate the combination air bypass and air control valve (ACV).

5. Remove both large diameter outlet hoses on the combination air bypass and air control valve, reverse the hose locations and reinstall the hoses. It may be necessary to loosen the hose at the exhaust manifold check valve so that the hose can be rotated to prevent air flow restriction.

6. Remove the distributor vacuum hose at the distributor and install a black/brown vacuum delay valve (VDV) (part number D3DZ-12A091-B) with a 3-inch long piece of 5/32-inch vacuum hose (part number D0PZ-12226-B). Install the valve and the 3-inch piece of vacuum hose such that the black side of the valve is inserted into the vacuum hose removed from the distributor. Install the open end of the 3-inch hose onto the distributor.

7. Refer to Exhibit I. Remove the air control valve (ACV) vacuum hose of the combination air bypass and air control valve and install a gray/black vacuum delay valve (VDV) (part number D3TZ-12A091-C) with a 3-inch long piece of 5/32-inch vacuum hose (part number D0PZ-12226-B). Install the valve and the 3-inch piece of hose such that the black side of the valve is facing the vacuum source.

8. Affix a new Vehicle Emission Control Information (VECI) decal over the existing decal. Verify that the vehicle identification number (VIN) printed on the decal matches that of the vehicle. Use the following information to verify that the decal matches the engine and calibration codes.
Calibration Code Engine Code VECI Decal Part Number

2-03D-R01 CF-661-AB E2AE-9C485-BLN
2-03D-R16 CF-661-AC E2AE-9C485-BLP

EMISSIONS RECALL 87E59 EXHIBIT II:

9. Refer to Exhibit II. Prepare an Authorized Modifications decal (Form FPS-8262) as shown. Affix the decal to a flat clean surface on the radiator support.
Inspect the EGR valve function with the engine running at stabilized engine temperature as follows:

1. Plug the tailpipe with a socket allowing approximately a 1/4-inch opening to permit some of the exhaust gas to escape.

2. Disconnect the EGR valve vacuum source hose and attach a hand vacuum pump to the valve. With the engine idling, apply eight inches of vacuum to the EGR valve. The engine idle speed should decrease noticeably.

3. Stop the engine and remove the socket from the tailpipe.

4. If the idle speed did not decrease, replace the ECR valve.

Adjust Engine Ignition Timing and Check and Adjust Engine Idle Speeds

1. Set ignition timing as follows:

^ On vehicles with engine calibration 2-03D-R01, set the timing to 10~ BTDC.

^ On vehicles with engine calibration 2-03D-R16, set the timing to 8~ BTDC.

^ Check and adjust engine idle speeds.

Note: Engine ignition and idle speed specifications are shown on the Vehicle Emission Control Information (VECI) decals.
A DECAL IS ENCLOSED WITH THIS LETTER. PLEASE TAKE THE DECAL WITH YOUR CAR WHEN YOU RETURN TO YOUR FORD OR LINCOLN-MERCURY DEALER FOR THIS IMPORTANT RECALL.

October, 1987

Dear Owner:
REASON FOR THIS LETTER
Ford Motor Company is voluntarily recalling some 1982-model cars equipped with certain 1.6 liter engines. Our records show that you own one of these cars. Your car's engine may be releasing air pollutants which exceed Federal standards.
WHAT YOU SHOULD DO
Please contact your Ford or Lincoln-Mercury dealer in your area to arrange for this recall service.
WHAT THE DEALER WILL DO
The dealer will modify your car's emission control system at no charge to you. This service should have little or no effect on your car except to reduce the air pollutants released by the emission control system. The time required for this service is about one hour.
WHY SERVICE SHOULD BE DONE
If you do not have this service done, your emission warranty may be reduced. Also, your car may not pass emission tests that are required in your area.
ASK YOUR DEALER
When you call your dealer for this service, ask for a computer check on the "CARES" or the "OASIS" systems to see if your car needs other recall work. If it does, the dealer can tell you about the required service.
FORM ENCLOSED
Your car's identification number is shown on the enclosed form. Please detach the postcard on the cover sheet of the form. Complete any of the sections that may apply to you and mail the postcard to us. Please give the rest of the form to your dealer at the time of service. If you lose the form, the dealer will still service your car at no charge to you.
DECAL ENCLOSED
When you have this recall service performed, your car will need a new emission control information decal. This decal is enclosed. The decal has your car's identification number printed on it. SINCE THIS DECAL CAN BE USED ONLY ON YOUR CAR, IT IS IMPORTANT THAT YOU HAVE THE DECAL WITH YOU WHEN YOU TAKE YOUR CAR TO THE DEALER. The dealer will place the decal on your car after servicing the emission control system.
ASSISTANCE If the dealer cannot answer any questions you have regarding this
recall service, you may contact the nearest Ford Parts and Service Division District Office whose address is shown in your Owner Guide.

We regret any problem this recall may cause you. We are doing this so that you will be satisfied with your car. We urge you to have your car serviced promptly to maintain full coverage under the emission warranties.
