Check items in the following order:
1. Throttle linkage for binding or adjustment.
2. Perform maximum no load engine speed test.
3. Exhaust gas backpressure.
4. Fuel transfer pump.
5. Electronic diesel system.
6. Engine overload protection system.
7. Injection pump timing.
