With EM027 & EM029 disconnected, measure the voltage between EM027/010 & ground EM027/009
Repeat for EM029/010 & ground EM029/009

Is the voltage > 0 (zero)V?

Yes
Inspect connectors EM027, EM029 & PI001 for bent/pushed back pins or locate & repair the harness/splice EMS22. Test the system for normal operation

No
Replace fuse F18
Go to A15
