Measure the voltage between EM013/017 & EM013/027; repeat for EM013/018 & EM013/027

Voltage > 0 volts?

Yes
Go to D7

No
Inspect connectors EM013 & PI026 for corrosion, damaged or pushed back pins or repair the harness/connector PI0011017; test the system for normal operation.
