With PI026, PI027 & EM013 disconnected, measure the insulation resistance between screen EM013/027 & in turn EM013/017, 018, 019, 020, 028 & 029

All the resistances > 10M Ohms?

Yes
Go to D3

No
Inspect connectors EM013, PI026 & PI027 for corrosion, damaged or pushed back pins or repair the harness/connector PI001/017, PI001/018, PI001/019, PI001/020 & test the system for normal operation
