With EM013 disconnected measure the insulation resistance between EM014/005 & EM014/011
Repeat for EM014/005 & EM014/012
Repeat for EM014/006 & EM014/011
Repeat for EM014/006 & EM014/012

Resistances > 10M ohms?

Yes
Go to R20

No
Inspect connectors EM014, EM013 & EM016 for bent/pushed back pins or locate & repair the harness. Test the system for normal operation
