Recall - Fuel Pressure Regulator and Exhaust Aspirator: Overview

No. 7672

October, 1998

To: All Dealers

Subject:
Emissions Recalls # 7671 and # 7672 -- Fuel Pressure Regulator, Aspirator System and Reprogram PCM

Models:
1995 Model Year Dodge Avenger, Chrysler Sebring and Eagle Talon (FJ) Vehicles Equipped With a 2.0L DOHC (Non-Turbo) Engine ("Y" in the 8th VIN Position), Manual Transmission and a:

^ Federal Emission Control System (Sales Code -- NAA) -- Recall # 7671

^ California Emission Control System (Sales Code -- NAE) -- Recall # 7672

NOx emission levels on about 17,000 of the above listed vehicles, may not comply with U.S. Environmental Protection Agency (EPA) or California Air Resources Board (GARB) emission regulations. In addition, a spring in the fuel pressure regulator may fail. To correct these conditions, the fuel pressure regulator must be replaced, the exhaust aspirator system must be removed and the powertrain control module (PCM) must be reprogrammed or if necessary, replaced.

IMPORTANT:
This recall (# 7672) is subject to the State of California Registration Renewal/Emissions Recall Enforcement Program. Involved vehicles must have the recall service completed before registration renewal.

The servicing dealer must provide a Vehicle Emission Recall Proof of Correction Form (Form No. 81-016-1053) to each California vehicle owner upon completion of the recall service, for use as proof in renewal of the vehicle registration.

Dealer Notification & Vehicle List

All dealers will receive a copy of this dealer recall notification letter by first class mail. Each dealer to whom involved vehicles were invoiced (or the current dealer at the same street address) will receive a list of their involved vehicles. The Vehicle List is arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles.

DIAL System Functions 53 and VIP

All involved vehicles will be entered to DIAL System Functions 53 and VIP at the time of recall implementation for dealer inquiry as needed.

Function 53 provides involved dealers with an updated VIN list of incomplete vehicles. The customer name, address and phone number is listed if known. Completed vehicles are removed from Function 53 within several days of repair claim submission. To use this system, type "53" at the "ENTER FUNCTION" prompt, then type "ORD7671"(Federal emission vehicles) or "ORD7672" (California emission vehicles).

Recall Completion Label Requirement

There is a California Air Resources Board requirement to affix a label to the vehicle to certify that the emissions recall was completed. Refer to the Service Procedure of this letter for application instructions.

Parts

IMPORTANT:
A quantity of parts will be distributed initially and billed to all involved dealers. This quantity will cover a portion of the total vehicles involved. Additional parts may be ordered as needed to support customer demand.

Each involved dealer, to whom vehicles in the recall were invoiced (or the current dealer at the same street address), will receive enough Pressure Regulator and Aspirator Packages, Recall PN CLE37670, to service 25% of those vehicles.

Each parts package contains the following components:

Quantity Description

1 Fuel Pressure Regulator Package
1 Threaded Aspirator Cap
1 Rubber Air Cleaner Cap
1 Wiring Connector Plug
1 Vacuum Hose Connector
2 VECI Labels (Federal and California)
1 Authorized Software Update Label
1 Authorized Modifications Label

Some early built vehicles are equipped with a Powertrain Control Module (PCM) that can not be reprogrammed. If the PCM requires replacement, as determined by the service procedure, refer to the chart below to determine the appropriate replacement PCM part number*:

*NOTE:
If the PCM part number for the vehicle that you are working on is NOT listed in the "Old PCM Part Number" column, it can be flash programmed to the replacement PCM part number. The only PCM's that require replacement are those listed in the "Old PCM Part Number" column.

Owner Notification and Service Scheduling

All involved vehicle owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments for this service with their dealers. A copy of the owner notification letter is included.

Enclosed with each owner notification is an Owner Notification Form. The involved vehicle and recall are identified on the form for owner or dealer reference as needed.

Claims for vehicles which have been serviced must be submitted on the DIAL System. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments.
