THIS BULLETIN SUPERSEDES TECHNICAL SERVICE BULLETIN 18-013-02, DATED APRIL 20, 2002, WHICH SHOULD BE REMOVED FROM YOUR FILES. ALL REVISIONS ARE HIGHLIGHTED WITH **ASTERISKS** AND INCLUDES THE ADDITION OF A SYMPTOM AND ADDITIONAL DIAGNOSTICS.

Engine Performance Enhancements/**Rough Idle In Drive**
OVERVIEW:
This bulletin involves selectively erasing and reprogramming the Powertrain Control Module (PCM) and Transmission Control Module (TCM) with new software.
MODELS:
2002 (PL) Neon
NOTE:
THE TCM FLASH REPROGRAMMING APPLIES TO ALL VEHICLES. THE PCM FLASH REPROGRAM APPLIES TO VEHICLES EQUIPPED WITH A 2.0L ENGINE AND A 41TE TRANSMISSION. BOTH MODULES MUST BE UPDATED WHERE APPLICABLE.
SYMPTOM/CONDITION:
The customer may complain or the vehicle may exhibit one or both of the following conditions:
^ The vehicle lacks performance, most noticeably in low speed driving while transmission is in overdrive. The TCM flash allows for more responsive transmission downshifts.
^ ** A rough idle in drive more noticeable when the engine is not loaded; A/C, electrical, power steering load, etc. and may be described as a drop in idle speed. The rough idle condition addressed by this bulletin occurs only when the engine is in the 600 rpm mode (no load). Rough idle when the engine is in the 800 rpm mode (loaded) is not addressed by this bulletin.**
NOTE:
**THE VEHICLE PERFORMANCE CONDITION AND THE ROUGH IDLE CONDITION ARE SEPARATE CONDITIONS, HOWEVER, THE SAME SOFTWARE ADDRESSES BOTH. FOR PROPER VEHICLE OPERATION, BOTH THE PCM AND TCM MUST BE UPDATED AS NOTED ABOVE.**
DIAGNOSIS:
If Diagnostic Trouble Codes (DTC's) are present, record them on the repair order and repair as necessary before proceeding further with this bulletin. ** If the vehicle exhibits a rough idle, verify the engine torque strut is in proper adjustment as describe on page 9-132 of the 2002 Neon Service Manual (Publication No. 81-270-02028)**. If the condition(s) can be duplicated or are described by the customer, perform the Repair Procedure.

REPAIR PROCEDURE:
NOTE:
WHENEVER A PCM/TCM IS REPLACED OR REPROGRAMMED, THE SOFTWARE IN THE CONTROLLER AND DRB III(R) MUST BE VERIFIED AS HAVING THE LATEST REVISION LEVEL.
1. Connect a battery charger and set as close to 14 volts charge as possible.
2. Flash the TCM on all vehicles and the PCM on 2.0L automatic transmission equipped vehicles using the MDS2 (Mopar Diagnostic System) and DRB III(R).
NOTE:
**IF THE TCM AND PCM WERE PREVIOUSLY FLASHED AS DIRECTED BY TECHNICAL SERVICE BULLETIN 18-013-02, ONLY THE PCM CAN BE REFLASHED AS DIRECTED BY THIS SERVICE BULLETIN (18-013-02 REV. A)**.
NOTE:
DUE TO THE PCM REPROGRAMMING PROCEDURE, A DTC MAY BE SET IN OTHER MODULES (TCM, BCM, MIC, SKIM, ETC.) WITHIN THE VEHICLE, IF SO EQUIPPED. SOME DTC'S MAY CAUSE THE MIL TO ILLUMINATE. ALL DTC'S RELATE TO A LOSS OF COMMUNICATIONS WITH THE MODULE THAT IS BEING REPROGRAMMED. CHECK ALL MODULES, RECORD THE FAULTS, AND ERASE THESE FAULTS PRIOR TO RETURNING THE VEHICLE TO THE CUSTOMER. ERASE ANY FAULTS IN THE PCM ONLY AFTER ALL OTHER MODULES HAVE HAD THEIR FAULTS ERASED.
NOTE:
THE FOLLOWING STEPS ARE REQUIRED BY LAW.
3. Type the necessary information on the "Authorized Software Update Label" p/n 04669020 (Fig. 1). Attach the label to the PCM and/or TCM as necessary and cover the label(s) with the clear plastic overlay.
4. Type the necessary information on the "Authorized Modification Label" p/n 04275086AB and attach near the VECI label (Fig. 2).
