EGR Valve Stem Does Not Move on System Test

POSSIBLE CAUSE #1
Cracked, leaking, disconnected or plugged hoses.

Correction
Verify correct hose connections and leak check. Confirm that all hoses are open. If defective hoses are found, replace hose harness. Disconnect vacuum harness from EET and install a vacuum gauge. With engine running, vacuum should be responsive to throttle position, dropping to nearly zero for a quick throttle movement to WOT and greater than 10 inches Hg. for unloaded running engine. If vacuum does not respond as described, check vacuum path back to intake manifold for blockage or leakage. Connect vacuum harness after correcting any problems.

POSSIBLE CAUSE #2
Leakage or blockage of EGR vacuum motor.

Correction
With engine off, remove vacuum supply hose from EGR valve. Apply 10 inches Hg. with a hand pump. If valve opens (approx. 3 mm or 1/8 inch), trap supply vacuum to check for EGR vacuum leakage. If EGR valve did not open or vacuum motor closes within 30 seconds, replace EGR valve. If valve remains open for longer than 30 seconds, check hose between EGR valve and EET for blockage. If hose is ok, check control system.
