NOTE:
THIS BULLETIN APPLIES TO VEHICLES BUILT PRIOR TO SEPTEMBER 8, 1995 (MDH 09-08-XX) AT BELVEDERE ASSEMBLY. THESE VEHICLES CAN BE IDENTIFIED BY A "D" IN THE 11TH VIN POSITION.
SYMPTOM/CONDITION:
Water may enter air cleaner housing from the vehicle cowl to cowl cover seam. If excessive water enters the air cleaner housing, it can be ingested into the engine and potentially cause internal engine damage.
REPAIR PROCEDURE:
This repair involves sealing the cowl seal and adding a hole in side of the air cleaner box.
1. Remove air cleaner fresh air duct.
2. Remove front half of air cleaner box.
3. Refer to page 14-53 of the 1996 Neon Service Manual, and remove the air cleaner element to check for the presence of water in the air cleaner housing. If water is present, empty water from the housing.
4. Drill a 14 mm (1/2 inch) hole in the bottom of the front half of air cleaner box (P/N 4669669, Figure 1).
5. Reinstall the air cleaner element and air cleaner intake duct.
6. Remove the cowl-to-hood weather strip that runs across the engine compartment at the cowl/cowl cover flange. This weather strip holds the plastic cowl screen to the metal cowl flange, and seals the engine compartment from the cowl.
7. Lay this weather strip flat on the work bench with the flanged bottom channel facing up. In the entire length of the channel, apply a .25 inch (6 mm) bead of RTV sealer.
8. Reinstall the weather strip onto the cowl/cowl panel flange, being sure to fully seat the weather strip onto the flange. Wipe off any excess sealer that may push out during installation.
